It is important to understand the the already fractured layers of rock formed over millions of years in the Finger Lakes and Sothern Tier of New York. There are geologic maps available which have evidenced mega fracture patterns throughout the peniplane formation of Central and Western New York. These mega fractures are riddled with smaller and smaller fractures which will release natural gas from several shale layers to the environment. There is no way to predict where these fractures will allow gas to raise through the matrix and enter peoples' homes and the environment. Since natural gas is a much more potent green house gas than carbon dioxide, the escaping gas will do more damage more quickly than burning it. Radiation will be released both through the process of extraction and in the combustion of the gas. The toxic stew of chemicals used in frqcking is not "slick" at all, it is sick and so will be many New Yorkers, who will be exposed through accident and lean oversight. The economy of the Utica and Marcellus shale will not benefit from the indusrialized gas extraction, and may ruin an existing economy.
If licensces are issued then should be required to have security bonding to perform corrections needed when accidents and water pollution occurs. These bonds should be held in escrow until the well is sealed and certified to be secured. A term of fifty years is a minimum.
My water supply is also an unfiltered source, and should receive the same protections as New York City and Syracuse,
