Dear Governor Cuomo/Ms. Enck:
I am writing to urge you to make some changes in the proposed regulations that will govern how natural gas is extracted in NYS.
1. We need to expand the scope of the draft sGEIS so that it includes managing wastewater (read the latest NY Times article about the mismanagement of this.) and also the cumulative effects of this process. My town board wrote to the DEC when the draft regulations came out that there was absolutely no consideration of the cumulative effects of high-volume hydaulic fracturing included in them.
2. There needs to be some kind of advisory committee, made up of citizens, for the purpose of revising the sGEIS to better protect our natural resources.
3. The comment period for the community response to the final draft of the sGEIS needs to be at least 30 days, if not more, for communities to respond to it.
4. It would be best to have individual Environmental Impact Statements (EIS) reviews before any permits were issues by the DEC for hydraulic fracturing, before there is any deep well injection of fracking fluids, and before there is any commitment to wastewater treatment.
