Governor Cuomo just fulfilled our request that he DENY the critical gas storage permit needed by Finger Lakes/Crestwood to pump LPG into abandoned salt caverns in Reading, NY with documented leakage concerns. The proposed LPG project is dead.

Wahoo!!! Down goes another fossil fuel infrastructure monstrosity that would have perpetuated New York's addiction to polluting hydrocarbons that contribute to global climate change. As I recently noted, our campaign is just on an incredible roll. Congrats.

I commend everyone who phone banked Governor Cuomo and wrote powerful requests in support of our fossil fuel infrastructure moratorium. See below. We again proved that our political pens are mightier than the proverbial sword, particularly during electoral campaigns when candidates vie for each and every vote.

The proposed LPG facility involved a local battle that began circa 2009. Year after year, DEC steadfastly resisted citizen efforts to halt the proposed facility.

Long after activists stopped getting arrested in Reading, NY, DEC continued to review the gas storage permit application.

Last September, an administrative law judge ruled against project opponents. Their appeal was unresolved. The gas storage permit matter remained under consideration.

Toxics Targeting got involved in the fight beginning nearly two years ago by documenting Crestwood's pollution hazards, regulatory non-compliance and repeated contamination of Seneca Lake. Over time, we kept cranking up the heat on the Governor. Still he resisted our requests to DENY the key gas storage permit.

After salt cavern leakage concerns were publicly reported on 5/17/18 by the attorneys for Finger Lakes/Crestwood, Toxics Targeting quickly reviewed thousands of pages of gas storage permit application documents.

I was stunned to learn that DEC knew about the salt cavern leakage concerns circa 2011, but never required a comprehensive study of the potentially catastrophic problem. DEC's position was that the threat could be studied after a gas storage permit was issued. That made zero sense.

Toxics Targeting's analysis shed light on this critical concern and received important media coverage in early June.

This week the Schuyler County Legislature withdrew its support for the project after earlier adopting multiple resolutions in favor of LPG storage.

Then Governor Cuomo got deluged with our calls and letters. In a matter of days, he threw in the towel. Wow, big finish or what?

If you read New York's public statement, its rationale cites concerns that were documented years ago. I believe this underscores how the intense political forces we helped focus on Governor Cuomo ultimately decided the matter.

This landmark permit decision has now set a precedent that will strongly support all of our efforts to safeguard New York's public health and the environment, especially beleaguered waterbodies. With each hard-fought victory, our campaign grows stronger. Stay tuned.

These projects include the Spectra and Algonquin Incremental Markets natural gas pipelines as well as the Competitive Power Ventures and Cricket Valley gas-fired power plants.

These facilities would exacerbate existing toxic pollution hazards in our state and contribute to global climate change. Approving new infrastructure is the opposite of what New York should be doing to solve its fossil fuel problems.

1 Schuyler County officially withdrew its support;

2 The operating company, Crestwood, has described the caverns as lacking in the needed integrity.

3 There is a large vocal group that has opposed this on technical grounds.

4 Crestwood is ending its work on project according to their own press releases: “bids for firm storage capacity which Arlington has received from time to time are not adequate to support the investment required to bring the project to completion,

Surely Governor, you have other ways to spend your time and political capital than to allow this LPG permit proceeding to continue any longer. Deny the Gas Storage Permit requested by Finger Lakes/Crestwood to pump Liquefied Petroleum Gas (LPG) into salt caverns with documented leakage concerns.
