My name is J C and I live in Olivebridge, NY, and in Unadilla, NY .
I write today because the pipeline will go through half a mile from my now 5th generation family farm. We are within the kill zone when, not if, the next 500 year or even 100 year flood rips through the creek behind our farmhouse and scours the creek floor, radically changing its previous course, again, for the fourth time in 20 years, heretofore unknown in the previous 100+ years. Cabot Williams engineers originally designed this pipeline to be bored six feet beneath many of the 277 waterways the CP will cross, but that was costlier and more time consuming than just trenching two feet below the surface. So now we Carr's Creek will be trenched and now we are within the kill zone.
But beyond my personal circumstance, this pipeline will carry gas, that Cabot Williams has produced by fracking, using up 100,000 of thousands of gallons of precious, clean water per day, mixing the clean water with biocides, anti-rust agents, corrosion inhibitors, friction reducers (anti-freeze), petroleum distillates, gelling agents, clay stabilizers... with multiple incidences of well casing failures and other issues allowing the toxic coctail to infuse aquifers, water wells, creek beds, rivers, through blow outs and mishandling of toxic sludge pits, spraying the brine on our roads as pre-treatment or dust control, washes by rain and snow melt into our creeks, streams and waterways, our farms, our lawns. Actually, I'm horrified that this process exists, then to know that no one has been protecting the people who have been poisoned now for decades in PA by Cabot Williams and other shale gas drilling companies, shakes my faith in our government.
And beyond my concern for the people who have been poisoned, whose land has been stolen through eminent domain, whose lives and homes have been ruined in countless ways, many with no recourse, silenced by gag order deals with the perpetrators... beyond is my concern for our future. Fossil fuels are responsible for global climate change. We are experiencing exponentially radical episodes of weather - floods, heat, drought, unprecedented cold - and we must change that pattern in the immediate future... or face certain extinction, soon.
I'm 60 this year. I can face what circumstances the next 20 years bring, but what about the future for my child, your children, their generation. What extreme hardships are we saddling them with? Especially if they are foreseeable and preventable? Can we in good conscience as parents, as decision makers, do anything less than we have the power to?

Please see below a total of 114 spill profiles which document that natural gas, crude oil and petroleum product infrastructure projects all over New York have resulted in major explosions, fires, leaks, accidents, spills and toxic discharges which caused extensive water pollution hazards.

As a result, I believe it is beyond dispute that DEC cannot fulfill its onerous responsibilities pursuant to the Clean Water Act.
