Greetings:

Thank you for your letter. I am dismayed to learn that: "This information will be taken into consideration as the Department's review proceeds (emphasis added)."

I write to reiterate that I referenced multiple letters from government officials which request that the: "... DOH Review be put on-hold until requirements for public participation are fulfilled."

I also wrote respectfully to request that Dr. Shah and the other reviewers "take individual action to prevent your DOH Review from being finalized" until the public participation requirements I detailed are fulfilled.

Given that all requests for DOH Review public participation have not yet received a favorable reply, I ask Dr. Shah to put his DOH Review on-hold without further delay.

Should Dr. Shah fail to fulfill my request, it would be clear that he does not support public participation in this crucial matter. Any DOH "Health Impact Analysis" Review that is not open or transparent would lack any credibility whatsoever with the government officials, members of the public and other interested parties who have documented the fundamental inadequacy of the Department of Environmental Conservation's proposed shale gas extraction safeguards.

Finally, I request that no Final Supplemental Generic Environmental Impact Statement or any Revised shale gas Rulemaking proposal be adopted pending fulfillment of the public participation requirements that I and so many others have specified.

If appropriate, I would be pleased to meet at a mutually convenient time to discuss this urgent matter.
