My husband and I built a log cabin on a hill in the woods of Tully and we couldn't be happier. Ten years ago helicopters flew directly over my home repetitively day after day. (as my newborn and night-shift-police officer husband attempted to sleep). Men walked the woods all over town setting off devices that indicated where the natural gas is located. I have no proof...but days after this seismic testing our well went dry. We now have a new well. Do we REALLY know all that hydraulic fracturing will do to our lives? We rely on our leaders to protect us from what we, the people, can't prove on our own. Please protect New York's nature, beauty and most of all clean environment.

Congratulations on your re-election. At this time I am writing to you to express my concerns about the dangers to the public and environment that are inherent in hydro-fracking and to request that you maintain New York's Marcellus Shale gas extraction moratorium until your Acting Department of Health (DOH) Commissioner, Dr. Howard Zucker, completes a comprehensive Public Health Impact Study of High Volume Hydraulic Fracturing (HVHF). I request that you make sure NYS's DOH does the most thorough studies and reviews possible on the effects of hydro-fracking as it relates to the public health and make public all health related studies on hydro-fracking. NYS should have the most thorough reviews of the effects of hydraulic-fracturing in the nation from the NYS DOH. The proposed DOH Public Health Impact Study must acknowledge the shortcoming of the revised SGEIS as far as protecting the public and the environment from harm.

In order to make sure that shale gas fracturing does not endanger public health in New York, the proposed DOH Public Health Impact Study must fulfill Commissioner Martens' mandates and require formal public participation, including: 1) written public notice of the intent/scope of the Study; 2) at least a 30-day public comment period to afford ample opportunity for public review and comment and 3) at least one public hearing to allow interested parties to testify about how the DOH Public Health Impact Study should be conducted.

Furthermore, please think about making the wisest use of NYS's natural resources including water resources. Hydro-fracking consumes and pollutes millions of gallons of water beyond any future use. Our state, nation and the world cannot suffer the loss of such a finite resource.

I request that you maintain New York's Marcellus Shale gas extraction moratorium until your Acting Department of Health (DOH) Commissioner, Dr. Howard Zucker, completes a comprehensive Public Health Impact Study of High Volume Hydraulic Fracturing (HVHF).

I want to make sure that we have done the most thorough review possible, especially when it comes to public health concerns and an old, refurbished review of the regs on fracking just isn't up to modern, New York caliber standards. The state needs to start over with a bona fide study.

In order to make sure that shale gas fracturing does not endanger public health in New York, the proposed DOH Public Health Impact Study must fulfill Commissioner Martens' mandates and require formal public participation, including: 1) written public notice of the intent/scope of the Study; 2) at least a 30-day public comment period to afford ample opportunity for public review and comment and 3) at least one public hearing to allow interested parties to testify about how the DOH Public Health Impact Study should be conducted and must resolve all of the fundamental shortcomings of the Revised Draft Supplemental Generic Environmental Impact Statement (SGEIS) by documenting:

A: The broad spectrum of toxic and persistent pollutants generated by HVHF activities;

B: The environmental fate and transport mechanisms associated with the toxic and persistent pollutants generated by HVHF activities;

C: Known and potential public exposures to toxic and persistent HVHF pollutants, including: contaminant concentrations; exposure duration; an assessment of all potential public health consequences; and

D: Whether the Draft SGEIS adequately safeguards public health from HVHF toxic pollution threats.

Please note that more than 5,000 signatories to five major coalition letters request that you immediately put on-hold completion of your DOH Review of HVHF. Those signatories include Assembly and State Senate Representatives, local government officials, civic and environmental groups and concerned citizens.

It would be irresponsible of you to permit shale gas extraction in New York based on a fatally flawed DOH Review conducted completely in secret and originally involving only 25 hours of work by three outside consultants.

Until your Acting Health Commissioner Dr. Zucker completes the comprehensive Public Health Impact Study outlined herein in fulfillment of your DEC Commissioner's own mandates, I request that you withhold adoption of a Final SGEIS and refrain from permitting any shale gas extraction in New York.

You keep referring to the DOH review as a study, which it is NOT, and you even said that there are "myths and problems" related to fracking that depend on one's "point of view." That's the great thing about peer-reviewed science and data, Governor Cuomo: they are not simply opinions. And when studies are conducted by people with respected credentials with no ties to the oil and gas industry, we should all pay attention, very much including YOU.

I repeat: You are ignoring and offending the very people who elected you to represent them and protect what they most hold dear. For me that is the air and water and land around me and the safety of my loved ones who live with me in Upstate New York, directly in the crosshairs of potential fracking.

Real science, real regulation - or real change

I want to reiterate what I've said in past messages about hydrofracking. The SGEIS inadequately addresses the potential safety hazards of fracking, and the DEC is not sufficiently funded to actually regulate the industry adequately. The current DOH review process is flawed. We need real science about the actual public health impacts of hydrofracking, performed in a transparent, ethical fashion, as if there is nothing to hide.

In addition, the real long-term economic and environmental consequences of what is essentially 3rd world style resource extraction that the oil and gas industry is doing (where permitted) and trying to do in NY state are being hidden among the spin. On my last flight into Elmira airport, I heard someone who works in Pennsylvania with hydrofracking. He was on his regular commute from California. He cares nothing for NY or PA. Yes, jobs in our region are needed. The potential damage to the Finger Lakes tourism industry, which is a very important segment of our economy, could cause a LOSS in jobs that would offset any gains.

A study was released that showed it is possible to make the transition to renewables in NY State. Be a visionary - don't cave into the pressures of the oil and gas industry and the forces of greed.

My name is Jerry R. I write today because I am worried that you will sell out to the oil and gas industries and will allow hydrofracking in New York State. You stated that you were waiting for the science to tell you what to do about fracking. Well, the science has been very clear on this issue for some time. Scientists studing hydrofracking and gas pipelines have almost all reported that fracking and gas pipelines are too dangerous for New York.

Fracking in Pennsylvania has caused devastation to communities, serious illness and death to those near such facilities, and rendered the drinking water of many communities unfit to drink. People have lost their homes and often had nowhere to move.

It is also clear that fossil fuel is not a "bridge fuel" as some claim. The companies woulod not be building hundreds of pipelines across the United States unless they can be used for the 50 or more years they are intended to last. That woud result in global warming at a much faster rate and, as many scientists have aproclaimed, it may cuase the earth to be uninhabitable by the end of the 21st century. All this death and destruction so the fossil fuel industry can gain profits for the very wealthy. They do not care about the people whose lives are at stake. Supporting fracking and pipelines through residential neigborhoods is immoral. And allowing a 42 inch, high pressure, pipeline only 1,500 feet from Indian Point's 40 years of radioactive spent fuel rods, over two seismic fauklt lines, intersecting with two 1,000 megawatt electric transmission lines that can spark, only 450 feet from an elementary school and an historic church, is beyond comprehension.

Nuclear and pipeline experts have warned that such circumstances could result in a calamitous tragedy at Indian Point, far beyond the tragedy at Fukujim. Even a slight risk like that is unthinkable. It would not only cause the fine water of New York City and the Hudson Valley, where I live, to be forever unusable, it could cause all areas within 50 miles of Indian Point to be uninhabitable, including all of New York City and your own home town. Think of what that would do to the security, stability and economy or our nation. If such a calamity occurs, your legacy would be that you could have prevented it but chose to enrich the billionaires instead.

If you need more evidence of the dangers of fracking and pipelines, then order that open, transparent, independent studies be done of the safely and health impacts, and a baseline study of the air and water quality before considering the approval of these very dangerous practices.

Furthermore, renewable energy in the form of water, wind and solar can replace all the energy currently provided by fossil fuels. Methane gas is reported to be 88 times worse for the environment than carbon dioxide. If you are serious about reducing global warming, then prove it by not allowing fracking and gas pipelines to be brought to New York.

We know that FERC's mission as historically been to approve all applications presented by fracking companies without considering the dangers to the workers, the health of the people and the devastation to our communities. It is as though the fracking and pipeline companies own FERC, and other permitting agencies are apparently also in cahoots with those industries. We need our elected representatives to protect us and not the billionaires.

I might remind you that mauch of the gas that is being piped through our state is not for use in the United States but is for export to Asia through Massachusetts and Canada.

The many thousands of people I have been working with for years to protect our air and water quality will remember your actions at election time, and we will not forget. You have a chance to do the right thing nnow, and I hope you do.

An ultimatum for my vote in November

Dear Governor Cuomo:

My name is Devin H. of Nichols New York in Tioga County. I write to you today because, frankly, you screwed up.

The governor who was going to be "absolutely transparent in everything he does" is constantly under accusations of how much his administration tries to hide everything it does. The Moreland Commission, which you trumpeted in 2013 as the thing that was going to route corruption in New York State and offices were open to investigation by this office was quickly shut down with little fanfare at the end of a press conference on the State's budget when the commission started getting a little too close to your office. Your Democratic credentials have been in question constantly as you have often been backing Republicans in the State Senate and Assembly more so than your own Democratic colleagues. And, in what should have been a landslide victory, you only received roughly 60% of the vote in the recent Democratic primary to Zephyr Teachout, who was an unknown four months before the election and ran on a shoestring budget. In fact, she won most of the counties in the Finger Lakes, Capital Regoin, the Anirondacks, and the North Country, in addition to several precincts in the greater NYC area.

This is not your finest hour.

But I am willing to look past all of this. Yes, the general election is approaching and I am telling you I am willing to put aside all of the bad press you have received as of late, because there is one issue that New York is facing that, in my mind, trumps all of these issues in the upcoming election, and that is the issue of fracking in New York State.

As it stands now we have a de facto moratorium in place simply because, due to public pressure, you have not been able to release an sGEIS due to public pressure on this issue, and it simply seems that you are stalling for time.

I don't feel you're being very open with us on the issue, Gov. Cuomo, and it is on this issue that I draw the line.

If you want my vote I want to see a ban on high-volume horizontal slick water fracking, or hydrofracking for short, in New York State, akin to what Vemont has in place. Short of that, I will consider voting for you if conduct an actual Public Health Impact Study; one with public participation, including at minimum, 1: written public notice of the intent and scope of the study. 2: at least a 30 day public comment period with ample opportunity for public review and comment. And 3: at least one public hearing to allow interested parties to testify about how the DOH Public Health Impact Study should be conducted. Given all of the water contamination so issues that have been reported in neighboring Pennsylvania which currently permits hydrofracking, this is the very least you can do to assure all of the citizens of New York are given the best information to make an informed decision on the fate of New York State.

We should be following Germany and Vermont's examples of investing more into what will be the energy of the future, solar, wind, energy efficiency, etc, all of which will create jobs and great economic opportunities in New York in the fields of research, manufacturing, mantainence, and innovations in these new technologies instead of relying on the failing energy practices of the past.

What follows is a form letter that you have been receiving a lot as of late. It touches upon all of the concerns that I and many others have with hydrofracking and how unforthcoming your administration has been about. Perhaps, in light of receiving it so many times, you should reflect upon why you are seeing it so often and maybe take a cue from the message it contains by actually follow through with a Public Health Impact Statement in a transparent manner with ample public input. You would certainly receive a lot fewer of these form letters if you did so.

I await to see that this happens. If no progress is made on this issue then I will be casting my vote for Howie Hawkins in November.

Dear Governor Cuomo:

I am writing to urge you to maintain New York's Marcellus Shale gas extraction moratorium until the Department of Health completes a comprehensive Public Health Impact Study of High Volume Hydraulic Fracturing (HVHF).

The recent DOH Review should be scrapped because it was conducted in secret without any public input, which would have brought testimony from Pennsylvania residents who have seen their water contaminated from these activities, among others.

In order to make sure that shale gas fracturing does not endanger public health in New York, any Public Health Impact Study must require formal public participation, including: 1) written public notice of the intent/scope of the study; 2) at least a 30-day public comment period to afford ample opportunity for public review and comment; and 3) at least one public hearing to allow interested parties to testify about how the DOH Public Health Impact Study should be conducted.

It also must resolve all of the fundamental shortcomings of DEC's Revised Draft Supplemental Generic Environmental Impact Statement (SGEIS) by documenting the broad spectrum of toxic and persistent pollutants generated by HVHF activities; the environmental fate and transport mechanisms associated with the toxic and persistent pollutants generated by HVHF activities; known and potential public exposures to toxic and persistent HVHF pollutants, including: contaminant concentrations; exposure duration; an assessment of all potential public health consequences; and whether the Draft SGEIS adequately safeguards public health from HVHF toxic pollution threats.

Please note that more than 5,000 signatories to five major coalition letters request that you immediately put on-hold completion of your DOH Review of HVHF. Those signatories include Assembly and State Senate Representatives, local government officials, civic and environmental groups and concerned citizens.

I personally know that at least one DEC engineer in the associated office is personally in favor of fracking and has asserted to numerous individuals that there are no current studies that show that fracking chemicals have gotten into water tables. This is clearly not true and I really hope that other employees at DEC assigned to this issue conduct a thorough review of the evidence and not just rely on industry studies, which I find intellectually lazy at best and dishonest at worst.

This is particularly important given the water contamination issues reported in some Pennsylvania towns, the earthquakes documented around the country by university-based researchers, and the media reports of livestock deaths in fracking areas in the Midwest.

The people of this State deserve an unbiased review of ALL the evidence, and the creation of sustainable economic development initiatives in the affected areas, not these kinds of polluting activities that raise environmental justice issues instead.

Until the Department of Health completes the comprehensive Public Health Impact Study in fulfillment of the DEC Commissioner's own mandates, I request that you withhold adoption of a Final SGEIS and refrain from permitting any shale gas extraction in New York.

It would be irresponsible to permit shale gas extraction in New York based on a fatally flawed DOH review conducted completely in secret and originally involving only 25 hours of work by three outside consultants. That kind of effort has "whitewash" written all over it.
