Greetings Fellow Fractivists,
I implore you to drop everything and take immediate action to require the Town of Dryden to enforce a Public Utility Approval Moratorium that could stop the proposed expansion of the Borger Compressor Station. This matter requires your utmost attention.
On May 25, 2017, the Town of Dryden announced that it would revoke the Stormwater Pollution Prevention Plan and the Building Permit that it approved for the proposed expansion of the Borger compressor facility located at 219 Ellis Hollow Creek Road. The Town also announced that the proposed project would be subject to a Special Use Permit proceeding.
This is precisely what we had been requesting the Town to do for the last four months. Media coverage of the Town announcement reported that the actions had already been taken. It turns out that was evidently not true.
On 5/24/17, the Town wrote Dominion Transmission Inc. a powerful letter spelling out what it would require in light of reported "discoveries on site." Dominion quickly circumvented the Town's actions by altering the scope of its proposed work plan in order to avoid having to receive any further FERC approvals.

Town authorities told me last week that they would not revoke the Stormwater Pollution Prevention Plan or the Building Permit and would try to persuade Dominion to participate in the Special Use Permit proceeding on a voluntary basis. I confirmed this understanding today with FERC.
Take Unrelenting Action to Require Dryden to Enforce its Public Utility Approval Moratorium
Supervisor Leifer's letter to Dominion reveals that the Town of Dryden adopted a Public Utility Approval Moratorium that it failed to enforce for the Dominion New Market Pipeline. We must require the Town of Dryden to enforce this moratorium.

DEMAND that Dryden strictly enforce the LETTER AND THE SPIRIT of its Public Utility Approval Moratorium for the proposed expansion of the Borger Compressor Station.
DEMAND that Dryden REVOKE the Stormwater Pollution Prevention Plan and the Building Permit for the proposed project;
DEMAND that Dryden immediately require a Special Use Permit proceeding for the proposed project and DENY it.
Require the Town to enforce the requirements of its 5/24/17 letter to Dominion and grant no moratorium waiver to Dominion.

TAKE ACTION TO STOP DOMINION NEW MARKET PIPELINE TODAY!!! DO NOT TAKE NO FOR AN ANSWER FROM THE TOWN OF DRYDEN.
The Town of Dryden has neither been open nor transparent in dealing with the public regarding the proposed Borger Compressor Station expansion. We must require the Town to enforce its zoning laws, comprehensive land use planning requirements, Public Utility Approval Moratorium and state toxic clean up standards.
We continue to confront the brutal government reality of big talk/little action regarding protection of the environment and transitioning to a sustainable energy future. We must all take coordinated action to change that scenario for the better.
