I regret to inform you that on May 1, 2017, the Cuomo Administration approved a Section 401 Water Quality Certification as well as wetland and waterway disturbance permits required for the Atlantic Bridge fracked gas pipeline to proceed. This project would construct four miles of "take up and relay pipeline" as well as modify metering, regulation and compressor facilities in Westchester County, NY.
Local, statewide and national environmental groups that earlier could not halt the Spectra and Algonquin Incremental Market (AIM) pipelines similarly failed to stop the related Atlantic Bridge Pipeline.

Take Urgent Action Today
Even though our campaign did not work on Atlantic Bridge, its approval has grim implications for our already dire Dominion New Market fight. Governor Cuomo has now granted key water quality approvals for the massive expansions of two existing fracked gas pipelines.
These pipelines would perpetuate New York's fossil fuel addiction for decades to come. Our backs are really up against the wall now. It is make or break, do or die.
That is why I implore all Fractivists to pull out the stops to require the Town of Dryden to take action to REVOKE local approval for the Dominion New Market Stormwater Pollution Prevention Plan, wetland and waterway protection variances as well as other authorizations granted for this pipeline expansion project.
The Town also must write Governor Cuomo to request that he REVOKE all state approvals due to the extensive Borger Compressor Station pollution problems we documented were never cleaned up to state standards. These hazards threaten Cayuga Lake, the source of drinking water for more than 30,000 local residents.

RESCIND LOCAL APPROVAL for the Dominion New Market Pipeline Stormwater Pollution Prevention Plan;
REQUIRE Dominion to apply for a Special Use Permit for the Borger Compressor Station expansion;
DENY the Special Use Permit because expansion of the proposed Borger Compressor Station cannot comply with the Town of Dryden's comprehensive land-use plan; and
Fulfill Supervisor Leifer's Promise to Write Governor Cuomo to echo the requests he made to FERC: Letter from Town of Dryden to FERC re: Borger Compressor Station - 3/6/2017
Do not take "no" for an answer. Make sound arguments.
Conclusion
In order for our campaign to succeed in stopping Dominion New Market, we will need the active involvement of every heavy hitter, group and rank and file Fractivist who has ever decried fracked gas pipelines.
We have now been battering Dominion New Market Pipeline since last August. Our fate in this matter will soon be decided for good or for ill.
Tell Dryden Supervisor Leifer that you require him to halt Dominion New Market Pipeline or you will hold him personally accountable. Tie him into the Gordian Knot. Flood the switchboard with calls. It is as simple as that.

I am writing in opposition to the expansion of the Dominion New Market Pipeline project. Thank you for your excellent letters to Governor Cuomo on February 3, 2017 and to Kimberly Bose at FERC on March 6, 2017. Although permission has been granted to proceed with the project, I do believe there is more that you can do. Please:
1. Rescind local approval for the New Market Stormwater Pollution Prevention Plan;
2. Require Dominion to apply for a Special Use Permit for the Borger Compressor Station expansion, and then deny the expansion because it cannot comply with the Town of Dryden's comprehensive land use plan;
3. Require the DEC to check whether any previous spill sites might be affected or impacted by this activity.
Air and water are essential to human life. We should always do absolutely everything we can to preserve our pure air and clean water. The health of residents of the Town of Dryden and surrounding areas is at risk. Please look closely at the issues above and take immediate action. I ask that you, as Town of Dryden Clerk, forward this message to members of the Town Board -- Deborah Cipolla-Dennis, Daniel Lamb, Linda Lavine, and Kathy Servoss -- and I thank you in advance for your help.
I am writing in opposition to the expansion of the Dominion New Market Pipeline project. Although permission has been granted to proceed with the project, I do believe there is more that the Dryden Town Board can do. Town Supervisor Leiden wrote two very important letters regarding this issue -- to Governor Cuomo on February 3, 2017 and to Kimberly Bose at FERC on March 6, 2017. I ask that you strongly urge your Supervisor to continue his fight against the expansion of the Dominion New Market Pipeline project and to act immediately as follows:
1. Rescind local approval for the New Market Stormwater Pollution Prevention Plan;
2. Require Dominion to apply for a Special Use Permit for the Borger Compressor Station expansion, and then deny the expansion because it cannot comply with the Town of Dryden's comprehensive land use plan;
